Sandler, Travis & Rosenberg Trade Report

Plastic Bags. In its sunset review of the antidumping duty orders on polyethylene retail carrier bags from China, Indonesia, Malaysia, Taiwan, Thailand and Vietnam and the countervailing duty order on such goods from Vietnam, the International Trade Commission has determined that revocation of these orders would be likely to lead to continuation or recurrence of material injury to an industry in the U.S. within a reasonably foreseeable time. As a result, these orders will soon be continued for five years.

Candles. The ITC will hold an open meeting April 26 to vote in its sunset review of the AD duty order on petroleum wax candles from China. This review will result in either the revocation or continuation of this order.

Off-Road Tires. In the final results of its administrative review of the AD duty order on new pneumatic off-the-road tires from China for the period Sept. 1, 2013, through Aug. 31, 2014, the International Trade Administration has determined weighted average dumping margins of 65.33 percent to 79.86 percent. AD duties based on these rates will be assessed on entries of subject goods during the period of review, and AD cash deposits at these rates will be required for subject goods entered or withdrawn from warehouse for consumption on or after April 20.

The ITA also determined that Zhongce Rubber Group Company Limited and Trelleborg Wheel Systems Hebei Co. had no reviewable transactions during the period of review.

PET Film, Sheet and Strip. The ITA has rescinded its administrative review of the AD duty order on polyethylene terephthalate film, sheet and strip from the United Arab Emirates for the period Nov. 1, 2014, through Oct. 31, 2015, with respect to Flex Middle East FZE due to the petitioners’ withdrawal of their requests for review of this company. The ITA will instruct U.S. Customs and Border Protection to assess AD duties on entries of subject goods from Flex during the period of review at the AD cash deposit rate in effect at the time of entry or withdrawal from warehouse for consumption.
