AD/CV: Pipes and Tubes, Ferrovanadium, HFC Blends, Geogrid Products

Pipes and Tubes. The International Trade Commission has made final affirmative antidumping injury determinations on heavy walled rectangular welded carbon steel pipes and tubes from Korea, Mexico and Turkey and a final affirmative countervailing injury determination on such pipes and tubes from Turkey. As a result, the International Trade Administration will issue AD and/or CV duty orders on these goods.

Ferrovanadium. The ITA has postponed from Sept. 5 to Oct. 25 its preliminary AD duty determination on ferrovanadium from Korea.

HFC Blends. The ITA has issued an AD duty order on hydrofluorocarbon blends from China, effective Aug. 19. Estimated weighted average dumping margins are 101.82 percent to 216.37 percent, and AD cash deposits at these rates are required as of Aug. 11.

HFC blends covered by the scope of this order are R-404A, a zeotropic mixture consisting of 52 percent 1,1,1 Trifluoroethane, 44 percent Pentafluoroethane, and 4 percent 1,1,1,2-Tetrafluoroethane; R-407A, a zeotropic mixture of 20 percent Difluoromethane, 40 percent Pentafluoroethane, and 40 percent 1,1,1,2-Tetrafluoroethane; R-407C, a zeotropic mixture of 23 percent Difluoromethane, 25 percent Pentafluoroethane, and 52 percent 1,1,1,2-Tetrafluoroethane; R-410A, a zeotropic mixture of 50 percent Difluoromethane and 50 percent Pentafluoroethane; and R-507A, an azeotropic mixture of 50 percent Pentafluoroethane and 50 percent 1,1,1-Trifluoroethane also known as R-507. The foregoing percentages are nominal percentages by weight and actual percentages may vary by plus or minus two percent points. Covered HFC blends are currently classified under HTSUS subheadings 3824.78.0020 and 3824.78.0050.

Any blend that includes an HFC component other than R-32, R-125, R-143a or R-134a is excluded from the scope of this order. Also excluded are blends of refrigerant chemicals that include products other than HFCs, such as chlorofluorocarbons, hydrochlorofluorocarbons, hydrocarbons or hydrofluoroolefins. Patented HFC blends are excluded as well.

Graphite Electrodes. The ITA has rescinded its administrative review of the AD duty order on small diameter graphite electrodes from China for the period Feb. 1, 2015, through Jan. 31, 2016, with respect to 193 of 196 companies for which a review was requested due to the timely withdrawal of the request with respect to those companies. AD duties at the cash deposit rates will be assessed on entries of subject goods from these companies.

Geogrid Products. The ITA has made a preliminary affirmative dumping determination on biaxial integral geogrid products from China. As a result, the ITA will instruct U.S. Customs and Border Protection to collect AD cash deposits at the preliminary dumping margins, which range from zero to 66.74 percent.
