AD/CV Notices: Request Admin Reviews, Solar Cells, Fish, Honey, Paper

Request Administrative Reviews. The International Trade Administration is accepting through Feb. 29 requests to conduct administrative reviews of the following antidumping and/or countervailing duty orders for the periods Feb. 1, 2015, through Jan. 31, 2016 (AD) or Jan. 1 through Dec. 31, 2015 (CV), unless otherwise noted.

- frozen warmwater shrimp from Brazil, China, India, Thailand and Vietnam (AD)

- stainless steel bar from Brazil, India and Japan (AD)

- uranium from France (AD)

- cut-to-length carbon-quality steel plate from India, Indonesia and Korea (AD/CV)

- preserved mushrooms from China, India and Indonesia (AD)

- stainless steel butt-weld pipe fittings from Italy, Malaysia and the Philippines (AD)

- carbon steel butt-weld pipe fittings from Japan (AD)

- large residential washers from Korea (AD/CV) and Mexico (AD)

- steel wire garment hangers from Vietnam (AD/CV)

- utility scale wind towers from China (AD/CV) and Vietnam (AD)

- crystalline silicon photovoltaic cells from China (AD - July 31, 2014, through Jan. 31, 2016; CV – June 10, 2014, through Dec. 31, 2015) and Taiwan (AD – July 31, 2014, through Jan. 31, 2016)

- heavy forged hand tools, with or without handles, from China (AD)

- small diameter graphite electrodes from China (AD)

- uncovered innerspring units from China (AD)

- pre-stressed concrete steel wire strand from India (CV)

Upcoming Sunset Reviews. The ITA and International Trade Commission are scheduled to initiate sunset reviews of the AD duty orders on the following goods in March. These reviews will result in either the revocation or continuation of these orders.

- carbon steel butt-weld pipe from Brazil

- frozen warmwater shrimp from Brazil, China, India, Thailand and Vietnam

- carbon steel butt-weld pipe fittings from China, Japan, Taiwan and Thailand

Solar Cells. The ITA has initiated a new shipper review of the AD duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China. This review will determine whether Anji DaSol Solar Energy Science & Technology Co. Ltd. is entitled to a separate AD duty rate.

The ITA will instruct U.S. Customs and Border Protection to allow until the completion of this review, at the option of the importer, the posting of a bond or security in lieu of a cash deposit for entries of subject goods produced and exported by Anji DaSol.

Frozen Fish Fillets. In its new shipper review of the AD duty order on frozen fish fillets from Vietnam, the ITA has preliminarily determined a weighted average dumping margin of zero for Hai Huong Seafood Joint Stock Company. Comments are due no later than March 4.

Honey. The ITA has initiated a new shipper review of the AD duty order on honey from China. This review will determine whether Shanghai Sunbeauty Trading Co. Ltd. is entitled to a separate AD duty rate.

The ITA will instruct CBP to allow until the completion of this review, at the option of the importer, the posting of a bond or security in lieu of a cash deposit for entries of subject goods produced by Xiping Haina Trade Co. Ltd. and exported by Shanghai Sunbeauty.

Lined Paper Products. The ITA has rescinded its administrative review of the AD duty order on lined paper products from India for the period Sept. 1, 2014, through Aug. 31, 2015, with respect to Super Impex and SAB International. The ITA will instruct CBP to assess AD duties on entries of subject goods from these two companies at the AD cash deposit rates in effect at the time of entry or withdrawal from warehouse for consumption.
