AD Duty Orders Issued on Oil Country Tubular Goods from Five Countries

The International Trade Administration has issued antidumping duty orders on certain oil country tubular goods from India, Korea, Taiwan, Turkey and Vietnam, effective Sept. 10. The ITA has also revised its final affirmative dumping determination for Vietnam.

Scope of Orders. The products covered by these orders are hollow steel products of circular cross-section, including oil well casing and tubing, of iron (other than cast iron) or steel (both carbon and alloy), whether seamless or welded, regardless of end finish (e.g., whether or not plain end, threaded, or threaded and coupled), whether or not conforming to American Petroleum Institute or non-API specifications, whether finished (including limited service OCTG products) or unfinished (including green tubes and limited service OCTG products), whether or not thread protectors are attached. The scope of the orders also covers OCTG coupling stock.

Excluded from the scope are casing or tubing containing 10.5 percent or more by weight of chromium; drill pipe; unattached couplings; and unattached thread protectors.

AD Duty Rates. The weighted average dumping margins are 2.05 percent to 9.91 percent for India, 9.89 percent to 15.75 percent for Korea, zero to 2.34 percent for Taiwan, zero to 35.86 percent for Turkey, and 25.18 percent to 111.47 percent for Vietnam. AD duties based on these rates will be assessed on entries of subject merchandise during specified periods, and AD cash deposits at these rates will be required for subject merchandise entered or withdrawn from warehouse for consumption on or after Sept. 10.
