CAFTA-DR Short Supply Determination on Laminated Fabric

Following a request filed by Sandler, Travis & Rosenberg, P.A., the Committee for the Implementation of Textile Agreements has determined to add to the short supply list in Annex 3.25 of CAFTA-DR in unrestricted quantities certain 100 percent polyester composite laminated fabric classified under HTSUS 6001.22. This fabric consists of a three-layered fleece/shell construction, woven outer layer and brushed inner layer, bonded with a polyurethane membrane. It is used for performance outerwear and its specifications are designed to withstand prolonged use in extreme conditions.

CITA found that this fabric is not available in commercial quantities in a timely manner from a supplier in the CAFTA-DR countries. As a result, effective Dec. 29, garments cut and assembled in a CAFTA-DR country from such fabric, regardless of where it is sourced, may be imported duty-free into the U.S.
