AD/CV: Calcium Hypochlorite, Ribbons, Isocyanurates, Refrigerant, Phosphor Copper

Calcium Hypochlorite. The International Trade Administration has rescinded its administrative review of the countervailing duty order on calcium hypochlorite from China for the period May 27, 2014, through Dec. 31, 2015, due to timely withdrawals of the requests for review. Because both Haixing Jingmei Chemical Products Sales Co. Ltd. and Haixing Eno Chemical Co. Ltd. are also subject to an ongoing new shipper review covering the same period, U.S. Customs and Border Protection should continue to suspend liquidation of entries of subject goods exported by these companies until the ITA instructs otherwise.

Woven Ribbons. In the administrative results of its administrative review of the antidumping duty order on narrow woven ribbons with woven selvedge from Taiwan for the period Sept. 1, 2013, through Aug. 31, 2014, the ITA has determined dumping margins of zero for Roung Shu Industry Corporation and 30.64 percent for A-Madeus Textile Ltd.

No AD duties will be assessed on subject goods from Roung Shu entered during the period of review, and no AD cash deposits will be required for subject goods from Roung Shu that are entered or withdrawn from warehouse for consumption on or after April 19.

AD duties based on its dumping margin will be assessed on subject goods from A-Madeus entered during the period of review, and AD duties at that rate will be required for subject goods from A-Madeus that are entered or withdrawn from warehouse for consumption on or after April 19.

Chlorinated Isocyanurates. The International Trade Commission has scheduled full sunset reviews of the AD duty orders on chlorinated isocyanurates from China and Spain. A hearing will be held Sept. 13, requests to appear at the hearing are due by Sept. 6, pre-hearing briefs are due by Aug. 29, post-hearing briefs are due by Sept. 22, and final comments are due by Oct. 19. These reviews will result in either the continuation or revocation of these orders.

Refrigerant. The ITC has made an affirmative preliminary AD injury determination on 1,1,1,2-tetrafluoroethane (R-134a) from China. As a result, the ITA will continue its AD duty investigation, with a preliminary determination due by Aug. 10.

Phosphor Copper. The ITC will hold an open meeting April 21 to hold a preliminary vote in its AD injury investigation of phosphor copper from Korea.
