AD/CV Notices: Garlic, Magnesium, Pipe and Tube

Fresh Garlic. The International Trade Administration has preliminarily determined to rescind its new shipper review of the antidumping duty order on fresh garlic from China because the sale of subject merchandise by Jinxiang Kaihua Imp and Exp Co. Ltd. is not bona fide and therefore does not provide a reasonable or reliable basis for calculating a dumping margin. Comments on this preliminary determination are due no later than July 6.

Pure Magnesium. The ITA has amended the final results of its administrative review of the AD duty order on pure magnesium from China for the period May 1, 2009, through April 30, 2010, pursuant to a court decision. The revised weighted average dumping margin for Tianjin Magnesium International Co. Ltd. is 51.26 percent. If the court ruling stands, the ITA will instruct U.S. Customs and Border Protection to assess AD duties on unliquidated entries of subject merchandise exported by TMI at this rate. However, the AD cash deposit rate for TMI does not need to be updated because the ITA has established a new rate in the meantime.

Copper Pipe and Tube. In the final results of its administrative review of the AD duty order on seamless refined copper pipe and tube from China for the period Nov. 1, 2012, through Oct. 31, 2013, the ITA has determined weighted average dumping margins of 10.50 percent for Golden Dragon Precise Copper Tube Group Inc., Hong Kong GD Trading Co. Ltd. and Golden Dragon Holding (Hong Kong) International Ltd. and 60.85 percent for the China-wide entity. AD duties based on these rates will be assessed on entries of subject merchandise during the period of review, and AD cash deposits at these rates will be required for subject merchandise entered or withdrawn from warehouse for consumption on or after June 5.

Steel Pipe and Tube. In the preliminary results of its administrative review of the AD duty order on welded carbon steel standard pipe and tube products from Turkey for the period May 1, 2013, through April 30, 2014, the ITA has determined weighted average dumping margins of 3.16 percent for Borusan Mannesmann Boru Sanayi ve Ticaret A.S. and 1.77 percent for Toscelik Profil ve Sac Endustrisi A.S.
