AD/CV: Frozen Fish Fillets, Steel Plate, Ammonium Nitrate

Frozen Fish Fillets. In the preliminary results of its administrative review of the antidumping duty order on frozen fish fillets from Vietnam for the period Aug. 1, 2014, through July 31, 2015, the International Trade Administration has determined weighted average dumping margins of 0.69 percent to 2.39 percent. The ITA has also (a) rescinded this review with respect to 38 companies for which the petitioner timely withdrew its request for review and (b) determined that Ben Tre Aquaproduct Import and Export Joint Stock Company, CADOVIMEX II Seafood Import Export and Processing Joint Stock Company, and Hoang Long Seafood Processing Company Limited had no reviewable transactions during the period of review.

Steel Plate. In the final results of its administrative and new shipper reviews of the countervailing duty order on cut-to-length carbon steel plate from Korea for the period Jan. 1 through Dec. 31, 2014, the ITA has determined that Dongkuk Steel Mill Co. Ltd. and Hyundai Steel Company Ltd. had de minimis net subsidy rates. As a result, no CV duties will be assessed on entries of subject goods during the period of review from these companies, and no CV cash deposits will be required for subject goods produced and/or exported by these companies and entered or withdrawn from warehouse for consumption on or after Sept. 19.

Ammonium Nitrate. In the final results of its administrative review of the AD duty order on solid fertilizer grade ammonium nitrate from Russia for the period April 1, 2014, through March 31, 2015, the ITA has determined a weighted average dumping margin of zero for producer/exporter JSC Acron/JSC Dorogobuzh. As a result, no AD duties will be assessed on entries of subject goods from this company during the period of review. In addition, no AD cash deposits will be required because the ITA notified U.S. Customs and Border Protection to discontinue the collection of such deposits as of Aug. 20. The ITA also determined that MCC EuroChem and its affiliates OJSC NAK Azot and OJSC Nevinnomyssky Azot made no shipments of subject goods during the period of review.
