Cyber Sanctions Regulations Issued; More Comprehensive Rules to Come Later

The Treasury Department’s Office of Foreign Assets Control has issued the Cyber-Related Sanctions Regulations, which implement the economic sanctions against persons engaging in significant malicious cyber-enabled activities set forth in Executive Order 13694 of April 1, 2015. These regulations include provisions on definitions, prohibited transactions, licenses, authorizations, statements of licensing policy, and procedures.

OFAC states that these regulations are being published in abbreviated form at this time for the purpose of providing immediate guidance to the public and that it intends to supplement this rule with a more comprehensive set of regulations that may include additional interpretive and definitional guidance, including regarding cyber-enabled activities, and additional general licenses and statements of licensing policy.
