Sandler, Travis & Rosenberg Trade Report

Oil Country Tubular Goods. The International Trade Commission will hold an open meeting April 28 to conduct a vote in its sunset review of the antidumping and countervailing duty orders on oil country tubular goods from China. This review will result in either the revocation or continuation of these orders.

Polyvinyl Alcohol. The ITC will hold an open meeting April 28 to conduct a vote in its sunset review of the AD duty orders on polyvinyl alcohol from China, Japan and Korea. This review will result in either the revocation or continuation of these orders.

Coated Paper. The Office of the U.S. Trade Representative is accepting through May 11 comments on the issues raised in a World Trade Organization dispute against the U.S. AD and CV duty orders on coated paper suitable for high-quality print graphics using sheet-fed presses from Indonesia. Among other things, Indonesia alleges that the ITC’s threat of injury determination relied on allegation, conjecture and remote possibility, was not based on a change in circumstances that was clearly foreseen and imminent, and showed no causal relationship between the subject imports and the threat of injury to the domestic industry. Indonesia is also challenging the provision that a tie vote concerning the threat of injury is treated as an affirmative determination.
