CBP Classification Rulings on Paint Mixing Unit Parts, Landfill Compactors

In the Feb. 18, 2015, Customs Bulletin and Decisions, U.S. Customs and Border Protection revoked or modified classification rulings on the following products, effective for merchandise entered or withdrawn from warehouse for consumption on or after April 20.

Product: Parts of a floor-standing paint mixing unit.
Action: Revocation of NY I89639 and modification of NY R01329.
New ruling: HQ H250136.
New classification: HTSUS 8479.90.94, other parts of machines and mechanical appliances having individual functions (duty-free).
Explanation: The paint mixing units are classifiable in both headings 8479 and 9403 but heading 8479 is more specific. The parts at issue are suitable for use solely or principally with the paint mixing units and are therefore to be classified with those units.

Product: Landfill compactors, self-propelled machines designed to crush, compact and spread trash, garbage, household waste, construction materials and other forms of compactible materials in solid-waste landfills.
Action: Modification of NY J89586 and revocation of NY N064482 and NY A89554.
New ruling: HQ H255319.
New classification: HTSUS 8479.10.00, machinery for public works (duty-free).
Explanation: Landfills are public works and the subject items are used primarily with landfills.
