CBP Revokes/Modifies Numerous Classification and Origin Marking Rulings

In the April 30, 2014, Customs Bulletin and Decisions, CBP revoked or modified classification rulings on the following products, effective June 30.

Product: Plastic placemat and coaster set.
Action: Revocation of NY N020816.
New ruling: HQ H236273.
New classification: HTSUS 3924.90.10, plastic table covers, mats and like articles (3.3% duty).

Product: Molded plastic watch boxes.
Action: Modification of NY N058483.
New ruling: HQ H078796.
New classification: HTSUS 3923.10.00, plastic boxes for the conveyance and packing of goods (3% duty).

Product: Ceramic travel coffee cups that resemble traditional paper coffee cups in design and do not have handles.
Action: Revocation of NY N153980 and NY N172535.
New ruling: HQ H195957.
New classification: HTSUS 6912.00.41, ceramic tumblers (3.9% duty).

Product: Electronic circuits referred to as assembled multi-die products.
Action: Revocation of HQ H013678.
New ruling: HQ H240792.
New classification: HTSUS 9031.80.80, measuring or checking instruments (1.7% duty).

Product: Motor vehicle used to transport pre-mixed feed from a feed kitchen to minks in their pens.
Action: Revocation of NY 849985.
New ruling: HQ H183882.
New classification: HTSUS 8436.80.00, other agricultural machinery (duty-free).

Product: Sports bras made of 88% nylon and 12% spandex knitted fabric.
Action: Modification of NY L89596.
New ruling: HQ H039056.
New determination: The country of origin is Hong Kong, where the bras are knit to shape.

Product: Unassembled child bicycle seat with foreign parts packaged together for retail sale with domestically manufactured parts after they are imported.
Action: Revocation of NY N015337.
New ruling: HQ H234565.
New determination: Foreign components must be marked individually at importation; the importer must file with the entry summary a certificate for the country of origin marking of articles to be repacked; and the marking of each foreign component must be visible through the retail container, or else that container must be marked to indicate the country of origin of each foreign component.

Product: Brick-type plate used in ballistic jackets worn for protection against firearms and other weapons.
Action: Revocation of NY N016133.
New ruling: HQ H218236.
New classification: HTSUS 6914.90.80, other ceramic articles (5.6% duty).

Product: Amalfi lanterns, glass boxes with metal frames and handles.
Action: Revocation of NY N084615.
New ruling: HQ H097728.
New classification: HTSUS 9405.50.40, other non-electrical lamps and lighting fittings (6% duty).

Product: Men’s woven shirt and tie set.
Action: Modification of NY L84803.
New ruling: HQ H058923.
New determination: Sets are not eligible for duty-free treatment under the Caribbean Basin Trade Partnership Act in the absence of information regarding the fabric weight by which to determine the average yarn number.

Product: String knit gloves with partial polyurethane coating.
Action: Revocation of NY N013115 and modification of NY N042821.
New ruling: HQ H220278.
New classification: HTSUS 6116.10.55, gloves coated with plastics or rubber containing 50% or more by weight of cotton, manmade fibers or other textile fibers or any combination thereof (13.2% duty).

Product: USB flash drives that employ single-cell not AND flash and a controller in a capsulated portable case.
Action: Revocation of NY rulings N011540, NY R04440, NY R04024, NY M80734, NY L89889 and NY L88309.
New ruling: HQ H168206.
New classification: HTSUS 8523.51.00, solid state non-volatile storage devices (duty-free).
