AD/CV Notices: Citric Acid, Sinks, Magnesia Carbon Bricks, Pipe, Tires

Citric Acid. In the preliminary results of its administrative review of the antidumping duty order on citric acid and citrate salts from Canada for the period May 1, 2014, through April 30, 2015, the International Trade Administration has determined a weighted average dumping margin of zero for producer/exporter Jungbunzlauer Canada.

Stainless Steel Sinks. In its changed circumstances review of the AD duty order on drawn stainless steel sinks from China, the ITA has preliminarily determined that Ningbo Afa Kitchen and Bath Co. Ltd. is the successor-in-interest to Yuyao Afa Kitchenware Co. Ltd. and thus entitled to its AD duty cash deposit rate with respect to subject goods. Comments on this preliminary determination are due by Feb. 26.

Magnesia Carbon Bricks. Effective Feb. 12, the ITA is continuing for five years the AD duty orders on magnesia carbon bricks from China and Mexico and the CV duty order on magnesia carbon bricks from China. As a result, U.S. Customs and Border Protection will continue to collect AD and CV duty cash deposits at the rates in effect at the time of entry for all imports of covered goods.

Products covered by these orders consist of certain chemically bonded (resin or pitch) MCBs with a magnesia component of at least 70 percent magnesia (MgO) by weight, regardless of the source of raw materials for the MgO, with carbon levels ranging from trace amounts to 30 percent by weight, regardless of enhancements (for example, MCBs can be enhanced with coating, grinding, tar impregnation or coking, high temperature heat treatments, anti-slip treatments or metal casing) and regardless of whether or not anti-oxidants are present (for example, antioxidants can be added to the mix from trace amounts to 15 percent by weight as various metals, metal alloys and metal carbides). Subject goods are currently classifiable under HTSUS subheadings 6902.10.1000, 6902.10.5000, 6815.91.0000, 6815.99.2000 and 6815.99.4000.

Light-Walled Pipe and Tube. In the preliminary results of its administrative review of the AD duty order on light-walled rectangular pipe and tube from Turkey for the period May 1, 2014, through April 30, 2015, the ITA has determined a weighted average dumping margin of zero for Agir Haddecilik A.S. 

Off-Road Tires. The International Trade Commission will hold an open meeting Feb. 19 to vote on its preliminary AD and/or CV injury determinations on new pneumatic off-the-road tires from China, Indi and Sri Lanka.

Seamless Pipe. The ITC will hold an open meeting Feb. 19 to vote in its sunset reviews of the AD and CV duty orders on seamless carbon and alloy steel standard, line and pressure pipe from China.
