Advance Notice Requirement for Imports of Chemical Substances

The Environmental Protection Agency has issued a direct final rule that, effective July 8, will establish import restrictions on the following chemical substances that were the subject of premanufacture notices. Under this rule, persons who intend to import, manufacture or process any of these substances for an activity that is designated as a significant new use by this rule will have to notify EPA at least 90 days before commencing that activity. This notification will provide EPA with the opportunity to evaluate the intended use and, if necessary, to prohibit or limit that activity before it occurs. Written adverse or critical comments on this rule, or notice of intent to submit such comments, must be received on or before June 10.

- methylenebis[isocyanatobenzene], polymer with alkanedoic acid, alkylene glycols, alkoxylated alkanepolyol and substituted trialkoxysilane (generic) – used as an adhesive system component

- acetaldehyde, substituted-, reaction products with 2-butyne-1, 4-diol (generic) – used as a brightener for nickel electroplating

- functionalized multi-walled carbon nanotubes (generic) – used as an additive for rubber and batteries

- alkenedioic acid dialkyl ester, reaction products with alkenoic acid alkyl esters and diamine (generic) – used as binders

- 2-propenoic acid, (2-ethyl-2-methyl-1,3-dioxolan-4-yl)methyl ester – used as a reactive intermediate for use in ultraviolet, electron beam and conventionally cured coating and ink formulations

- quaternary ammonium compounds, bis(fattyalkyl) dimethyl, salts with tannins (generic) – used as a component in drilling fluid

- waste solids produced from the treatment of wastewaters during aluminum and iron casting, machining and finishing operations – used as a feedstock to provide mineral content for cement manufacturing

- trisodium diethylene triaminepolycarboxylate (generic) – used as a stabilizing agent for polymers

- tertiary amine alkyl ether (generic) – used as a catalyst for producing polyurethane foam

- complex residuum obtained during the production of bromine using brine and waste streams from the production of halogenated hydrocarbons – used as feed for bromine recovery
