Sandler, Travis & Rosenberg Trade Report

The International Trade Administration announced Dec. 9 its final affirmative antidumping and countervailing duty determinations on calcium hypochlorite from China. The ITA found a dumping margin of 210.52 percent and a net countervailable subsidy of 65.85 percent.

The ITA will instruct U.S. Customs and Border Protection to collect AD and CV cash deposits on entries of subject merchandise at the rate of 200.9 percent, which represents the applicable weighted-average dumping margins offset by the appropriate amount of export subsidies calculated in the final CV duty determination. Further, the ITA will order the resumption of the suspension of liquidation and require CV cash deposits at the final subsidy rate for the mandatory respondents and all other producers and exporters not selected for investigation.

The International Trade Commission is scheduled to make its final AD and CV injury determinations no later than Jan. 22, 2015. If the ITC’s determinations are affirmative, the ITA will issue AD and CV duty orders; otherwise, the investigations will be terminated.
