AD/CV Notices: Aluminum Extrusions, Mushrooms, Citric Acid, Sawblades

Aluminum Extrusions. In the preliminary results of its administrative review of the antidumping duty order on aluminum extrusions from China for the period May 1, 2013, through April 30, 2014, the International Trade Administration has determined weighted average dumping margins of 32.79 percent for nine reviewed exporters. The ITA has also preliminarily determined that a number of companies are part of the China-wide entity, which is currently subject to a rate of 33.28 percent.

Preserved Mushrooms. In the final results of its new shipper review of the AD duty order on preserved mushrooms from China for the period Feb. 1, 2013, through Feb. 28, 2014, the ITA has determined that Dezhou Kaihang Agricultural Science Technology Co. Ltd. did not make sales of subject merchandise at less than normal value. The ITA will instruct U.S. Customs and Border Protection to liquidate the entry covered in this review without regard to AD duties. The ITA is also establishing the following cash deposit rates effective for subject goods entered or withdrawn from warehouse for consumption on or after June 8: (1) for goods produced by Shandong Fengyu Edible Fungus Co. Ltd. and exported by Dezhou Kaihang, no cash deposit will be required; (2) for goods exported by Dezhou Kaihang but not produced by Shandong Fengyu Edible Fungus Co. Ltd., the cash deposit rate will be that for the China-wide entity (308.33 percent); and (3) for goods produced by Shandong Fengyu Edible Fungus Co. Ltd. but not exported by Dezhou Kaihang, the cash deposit rate will be the rate applicable to that exporter.

In the final results of its administrative review of the AD duty order on preserved mushrooms from China for the period Feb. 1, 2013, through Jan. 31, 2014, the ITA has determined weighted average dumping margins of 75.67 percent for Linyi Kangfa Foodstuff Drinkable Co. Ltd. and 99.71 percent for Zhangzhou Gangchang Canned Foods Co. Ltd. AD duties based on these rates will be assessed on entries of subject goods during the period of review, and AD cash deposits at these rates will be required for subject goods entered or withdrawn from warehouse for consumption on or after June 8.

Citric Acid and Citrate Salts. In the preliminary results of its administrative review of the countervailing duty order on citric acid and certain citrate salts from China for the period Jan. 1 through Dec. 31, 2013, the ITA has determined a net countervailable subsidy rate of 33.31 percent for Laiwu Taihe Biochemistry Co. Ltd.

In the preliminary results of its administrative reviews of the AD duty orders on citric acid and certain citrate salts from Canada and China for the period May 1, 2013, through April 30, 2014, the ITA has determined weighted average dumping margins of zero for Jungbunzlauer Canada Inc. and RZBC Imp. & Exp. Co. Ltd. and 3.08 percent for Laiwu Taihe Biochemistry Co. Ltd.

Diamond Sawblades. In the final results of its administrative review of the AD duty order on diamond sawblades and parts thereof from China for the period Nov. 1, 2012, through Oct. 31, 2013, the ITA has determined weighted average dumping margins of 1.51 percent to 82.05 percent. AD duties at these rates will be assessed on subject goods entered during the period of review, and AD cash deposits at these rates will be required for subject goods entered or withdrawn from warehouse for consumption on or after June 8.

The ITA also found that Qingdao Shinhan Diamond Industrial Co. Ltd. had no reviewable entries of subject goods during the period of review.

Purified Carboxymethylcellulose. In the preliminary results of its administrative review of the AD duty order on purified carboxymethylcellulose from the Netherlands for the period July 1, 20113, through June 30, 2014, the ITA has determined a weighted average dumping margin of zero for exporter Akzo Nobel Functional Chemicals B.V.
