Sandler, Travis & Rosenberg Trade Report

PET Resin. The International Trade Commission has made final affirmative antidumping injury determinations on polyethylene terephthalate resin from Canada, China, India and Oman and final affirmative countervailing injury determinations on PET resin from China and India. As a result, the International Trade Administration will soon issue AD and/or CV duty orders, as appropriate. However, because the ITC made negative critical circumstances determinations with respect to PET resin from India, no retroactive AD or CV duties will be imposed on such imports.

Solar Cells. The ITA has rescinded its new shipper review of crystalline silicon photovoltaic cells, whether or not assembled into modules, from China after Anji DaSol Solar Energy Science & Technology Co. Ltd. withdrew its request for review. As a result, this company remains part of the China-wide entity and any entries covered by this new shipper review will be assessed at the China-wide rate of 238.95 percent. In addition, the ITA will instruct U.S. Customs and Border Protection to discontinue the option of posting a bond or security in lieu of a cash deposit for entries of subject goods from this company.
