FMC Information Collections for NVOCC Negotiated Rate Arrangements Under Review

The Federal Maritime Commission is accepting through Sept. 6 comments on the proposed extension of information collection requirements associated with negotiated rate arrangements for non-vessel-operating common carriers.

NVOCCs are exempt from the tariff rate publication requirements in the FMC’s regulations and may enter into an NRA in lieu of publishing their tariff rates provided that they post a prominent notice in their rules tariff invoking the NRA exemption and make electronic access to their rules tariff to the public free of charge. This information collection corresponds to the rules tariff notice and the requirement to make the tariff publicly available free of charge. The FMC states that it has used and will continue to use the information required to be maintained by NVOCCs for monitoring and investigatory purposes and to adjudicate related issues raised by private parties.
