Country: China.
Nature of Notice: Affirmative preliminary determination that imports of unfinished polyethylene retail carrier bags from China are circumventing this antidumping duty order.
Details: The ITA will instruct U.S. Customs and Border Protection to require AD cash deposits and suspend liquidation for subject merchandise entered or withdrawn from warehouse for consumption on or after May 14, 2013.

Commodity: Cut-to-length carbon steel plate.
Country: China.
Nature of Notice: Final results of administrative review of antidumping duty order for the period Nov. 1, 2011, through Oct. 31, 2012.
Details: Hunan Valin Xiangtan Iron & Steel Co. Ltd. did not have any reviewable transactions during the period of review. Bao/Baoshan Iron and Steel Corp., Baoshan International Trade Corp. and Bao Steel Metals Trading Corp. (Baosteel) and Shanghai Pudong Iron and Steel Co. did not establish their eligibility for separate rate status and are thus part of the China-wide entity. AD duties on entries of subject merchandise from Baosteel and Shanghai Pudong will be assessed at the China-wide rate of 128.59%, and AD cash deposits at this rate will be required for subject merchandise entered or withdrawn from warehouse for consumption on or after Dec. 17.
