FTZ Production Activity Sought for Farm Equipment, Natural Gas Plants; Two Zones Altered

The Foreign-Trade Zones Board is accepting comments through July 15 on the following notifications of proposed production activity.

- The Fargo Municipal Airport Authority, grantee of FTZ 267, has submitted a notification of proposed production activity at the CNH America LLC facilities in Fargo, N.D. These facilities currently have FTZ authority to produce tractors, wheel loaders, combine subassemblies and related equipment using certain foreign-sourced components, and the current request involves additional agricultural and construction equipment, related subassemblies and components. Comments on this notification are due no later than July 15.

- The Gas Company LLC d/b/a Hawai’i Gas, operator of subzone 9F, has submitted a notification of proposed production activity for its facility in Kapolei, Hawaii. This facility currently has authority to produce synthetic natural gas, carbon dioxide, hydrogen, hydrocarbon gas mixtures and zinc sulfide using certain foreign-status feedstocks produced within the subzone, and the current request would allow the company to admit specified feedstocks from any source in foreign status.

Separately, the FTZ Board has approved:

- a request to expand FTZ 158 in the Vicksburg/Jackson, Miss., area by adding a site in Gluckstadt and Madison, Miss., and restoring zone status to 52 acres at existing site 2, adjacent to the Vicksburg U.S. Customs and Border Protection port of entry; and

- the reorganization of FTZ 139 under the alternative site framework with a service area that includes a portion of Cochise County, Ariz.
