FMC to Allow Electronic Agreement Filing, Modernize Rules of Practice

The Federal Maritime Commission voted April 20 to issue a direct final rule permitting the  optional electronic filing of ocean common carrier and marine terminal operator agreements. FMC staff have developed a web application that will facilitate electronic filing and support a significant upgrade to the FMC Online Agreement Library, both of which will be publicly available when the direct final rule goes into effect.

The FMC also voted to issue a proposed rule that would (a) update and reorganize several subparts of its rules of practice and procedure to better reflect the chronology of a typical adjudication and (b) extensively revise the subpart on how hearings are conducted to clarify rules on the presentation of evidence in FMC proceedings.
