Export Committees on Emerging Technology, Regulations and Procedures, Export Administration to Meet

Emerging Technology and Research. BIS’ Emerging Technology and Research Advisory Committee will hold a partially open meeting Dec. 11 in Washington, DC. This committee advises BIS on emerging technology and research activities, including those related to deemed exports. The agenda for the open session of the upcoming meeting includes remarks by the assistant secretary for export administration; a status report on the ECCN review; recruitment for ETRAC members; harmonization of definitions – fundamental research; and a review of meeting minutes and topics delivered at the ETRAC fall meeting at the University of California-San Diego, including genetic synthesis, space security, unmanned aerial vehicles, fundamental research and public domain, new technology definition and additive manufacturing.

Regulations and Procedures. The BIS Regulations and Procedures Technical Advisory Committee will hold a partially open meeting Dec. 9 in Washington, D.C. This committee advises BIS on the implementation of the Export Administration Regulations and provides for continuing review to update the EAR as needed. The agenda for the open session of the upcoming meeting includes opening remarks by the chairman and BIS, presentation of papers or comments by the public, export enforcement update, regulations update and Automated Export System update.

President’s Export Council Export Administration Subcommittee. The President’s Export Council Subcommittee on Export Administration will hold an open meeting Dec. 10 in Washington, D.C. The PECSEA provides advice on matters pertinent to those portions of the Export Administration Act that deal with U.S. policies of encouraging trade with all countries with which the U.S. has diplomatic or trading relations and of controlling trade for national security and foreign policy reasons. The agenda for the upcoming meeting includes remarks from BIS management, export control reform update, presentation of papers or comments by the public, Data Transmission and Security Subcommittee presentation, Process Improvements and Trusted Trader Subcommittee presentation, Outreach Subcommittee update, update on the one-year anniversary of the first ECR transition rule statistics, and consolidated screening list demonstration and discussion.

The open session of these meetings will be accessible via teleconference to 25 participants on a first-come, first-served basis.
