Chile FTA Short Supply Request on Filament Yarn of Viscose Rayon

The Committee for the Implementation of Textile Agreements has received a request from the Chilean government to modify the U.S.-Chile Free Trade Agreement’s rules of origin for woven fabrics of artificial filament yarn classified under HTSUS 5408.22 and 5408.23 to allow the use of non-U.S. or Chilean filament yarn of viscose rayon classified under HTSUS 5403.10, 5403.31, 5403.32 and 5403.41. The parties will consult to consider whether the rules of origin applicable to the subject woven fabrics should be revised to address issues of commercial availability in the territories of the parties. Comments on whether the subject filament yarn of viscose rayon can be supplied by the domestic industry in commercial quantities in a timely manner may be submitted by Aug. 24.
