New Shipper Review of Tapered Roller Bearings Preliminarily Rescinded

The International Trade Administration has preliminarily rescinded its new shipper review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished, from China that covered Zhejiang Changxing CTL Auto Parts Manufacturing Co. Ltd. Comments are due by Jan. 21, 2016.

While Changxing’s withdrawal request was untimely, the ITA has determined that the company may have had entries of subject goods prior to the entry it declared in this new shipper review. Further, Changxing failed to respond to the ITA’s request for additional information regarding these entries and affirmatively withdrew from the new shipper proceeding. The ITA has therefore preliminary found that Changxing does not meet the minimum requirements for a new shipper review in that its request did not contain documentation establishing the date of its first sale to an unaffiliated customer in the U.S.
