Nature of Notice: Preliminary affirmative injury determinations in AD/CV investigations.

Details: The ITC has determined that there is a reasonable indication that a U.S. industry is materially injured by reason of imports of melamine from China and Trinidad & Tobago that are allegedly subsidized and sold in the U.S. at less than fair value. As a result, the ITA will continue its AD and CV investigations of subject merchandise.

Nature of Notice: Final results of CV administrative review.

Details: The ITA has calculated subsidy rates ranging from 2.94% to 160.09% in this review, which covers the period Jan. 1 through Dec. 31, 2012. CBP will assess CV duties on all appropriate entries using these rates, which will also be used to determine new CV cash deposit requirements.

Nature of Notice: Final results of AD administrative review.

Details: The ITA has calculated adjusted dumping margins ranging from 0.00% to 33.18% in this review, which covers the period May 1, 2012, through April 30, 2013. CBP will assess AD duties on all appropriate entries using these rates, which will also be used to determine new AD cash deposit requirements. CBP will not assess AD duties or impose cash deposit requirements on entries subject to a zero rate.

Nature of Notice: Preliminary results and partial rescission of AD administrative review.

Details: The ITA has preliminarily established a dumping margin of 114.90% for imports of subject merchandise from the China-wide entity during the period Dec. 1, 2012, through Nov. 30, 2013. If these results are finalized, CBP will assess AD duties on all appropriate entries using this rate, which will also be used to determine new AD cash deposit requirements. The ITA has also rescinded its review of Shanghai Foreign Trade Co. Ltd. because that company withdrew its request for a review.

Nature of Notice: Final results of CV administrative review.

Details: The ITA has calculated a subsidy rate of 17.55% for subject merchandise from RZBC Group Shareholding Co. Ltd., RZBC Co. Ltd., RZBC Juxian Co. Ltd. and RZBC Imp. & Exp. Co. Ltd. during the period Jan. 1 through Dec. 31, 2012. CBP will assess CV duties on all appropriate entries using this rate, which will also be used to determine new CV cash deposit requirements.

Nature of Notice: Initiation of anti-circumvention review of AD duty order.

Details: The ITA is seeking to determine whether certain innerspring units completed and assembled in Malaysia from China-origin components constitute circumvention of the order on subject merchandise.

Nature of Notice: Preliminary results of AD new shipper review.

Details: The ITA has preliminarily calculated a dumping margin of zero percent in the new shipper review of subject merchandise produced and exported by Meihua Group International Trading (Hong Kong) Limited / Langfang Meihua Bio-Technology Co. Ltd. / Xinjiang Meihua Amino Acid Co. Ltd. during the period July 19 through Dec. 31, 2013. If these results are finalized, CBP will not assess AD duties or require cash deposits on appropriate entries.

Nature of Notice: Amended preliminary determination in AD investigation.

Details: The ITA has amended its preliminary determination in this investigation to correct certain ministerial errors. The preliminary dumping margins in this proceeding are 98.82% for certain companies and 104.59% for the China-wide entity.
