Sandler, Travis & Rosenberg Trade Report

The Department of Transportation’s Pipeline and Hazardous Materials Safety Administration has issued a final rule that responds to administrative appeals, provides clarifications and corrects typographical and other minor errors adopted in a January 2011 final rule. That rule amended the Hazardous Materials Regulations by revising, removing or adding proper shipping names, hazard classes, packing group assignments, special provisions, packaging authorizations, packaging sections, air transport quantity limitations and vessel stowage requirements. The amendments aligned the HMR with recent changes to the International Maritime Dangerous Goods Code, the International Civil Aviation Organization’s Technical Instructions for the Safe Transport of Dangerous Goods by Air and the United Nations Recommendations on the Transport of Dangerous Goods—Model Regulations.
