Sandler, Travis & Rosenberg Trade Report

Possible Circumvention of AD Duty Order on Honey from China. The International Trade Administration has initiated an inquiry to determine whether honey-rice syrup blends are circumventing the antidumping duty order on honey from China. Specifically, the ITA is investigating the petitioners’ claim that honey-rice syrup blends are a later-developed product of the subject merchandise because there was no knowledge of such blends being commercially available in the U.S. market at the time of the original investigation. The ITA is not ordering the suspension of liquidation of entries of any additional merchandise at this time, but if its preliminary determination is affirmative it will instruct U.S. Customs and Border Protection to suspend liquidation and require cash deposits at the applicable rate for each unliquidated entry of the merchandise at issue that was entered or withdrawn from warehouse for consumption on or after Dec. 13.
