CBP Expects to Turn Off ACS for Rail and Sea Manifests by Late 2012
U.S. Customs and Border Protection announced recently that it expects to fully transition rail and sea manifests from the Automated Commercial System to the Automated Commercial Environment by late 2012.
CBP began conducting a pilot test of rail and sea manifests in ACE on Nov. 28. According to CBP, this test includes the filing of all rail and sea manifests and relevant Automated Broker Interface applications in ACE for parties who have completed trade testing, the ability of customs brokers to create rail entry banks, conveyance data loaded and available for carriers, an in-bond authorization edit, and multi-modal manifest report data in ACE for importer, broker and carrier accounts.
Upon the successful completion of the pilot test and the acceptance of ACE as the replacement system for rail and sea manifests, CBP plans to announce in a Federal Register notice that ACE will be the only CBP-approved electronic data interchange through which rail and sea manifests may be transmitted. CBP currently anticipates issuing this notice in the first quarter of 2012. This notice will also announce a six-month transitional period to allow for any remaining filers to complete the transition to ACE before the rail and sea manifest capabilities of the Automated Manifest System are decommissioned.
CBP notes that this deployment impacts not only rail and sea carriers but also terminal operators, ABI filers, port authorities and other entities who receive secondary party notifications. These trade entities may also need to test with CBP prior to their transition to ACE.
