AD/CV Duty Investigations of Chinese Solar Cells Initiated. Effective Nov. 16, the International Trade Administration has initiated antidumping and countervailing duty investigations of crystalline silicon photovoltaic cells, whether or not assembled into modules, from China. The period of investigation is April 1 through Sept. 30, 2011, for the AD duty investigation and Jan. 1 through Dec. 31, 2010, for the CV duty investigation. The ITA is also investigating allegations that critical circumstances exist with regard to imports of subject merchandise.

The International Trade Commission is scheduled to issue its preliminary AD and CV injury determinations by Dec. 5. A negative ITC determination will result in the ITA investigations being terminated; otherwise, they will continue.
