Circumvention of AD Duty Order on Garment Hangers from China. The International Trade Administration has issued a final determination that steel wire garment hangers that are manufactured from Chinese-origin semi-finished hangers, completed in Vietnam with Chinese-origin paper attachments and other direct materials, and exported from Vietnam to the U.S. are circumventing the AD duty order on garment hangers from China. The ITA will therefore instruct U.S. Customs and Border Protection to continue to suspend liquidation of all entries of garment hangers produced and/or exported by the two respondents that were entered or withdrawn from warehouse for consumption on or after July 16, 2010, the date this anti-circumvention inquiry was initiated. CBP will also continue to collect cash deposits on such entries at the China-wide rate of 187.25%.
